When you cut into the wake hard you get line tension. When you launch off the wake you get the spring from the line having all of that tension.

It refers to using the proper Progressive Edge technique. When done correctly you will have your strongest edge as you leave the wake and will have effectively "loaded the line". Do a search for Progressive Edge and you will find an extensive description on how to do it correctly. Learn that and the possibilties of wakeboarding will open up in front of you.
