Is there a type of whip where you can mount a flush-mount base and then unplug the whips when not in use so as to not bother your brother? if so, add up the cost of rental fees you would have to pay if you were renting his place. Also consider the cost of repairing a gel coat that's been wasted by dock rash. $400 sounds like cheap insurance, but maybe I don't have all the details. Sorry if I sound preachy.
