If it is an automatic bilge pump with a float then most likely yes the float is stuck.

Give it a tap with a hammer or something. The float is probably stuck. That happened on my enzo once and a quick little tap did the trick

Does it have 'on' and 'auto'? I'd prolly replace it anyway. Something's causing it to stick and I wouldn't trust the pump going forward. 30 bucks or so should get u going and would be cheap peace of mind.

Sounds like the float is stuck. The same thing happened on my malibu. Take it apart, clean it and put it back together. Should work like new after that......and will save you a little coin (the pump I cleaned was 2 years ago and its still going strong).
