Nope, not illegal at Powell. I was there two weeks ago, surfed all week with no problems. I guess there is a law that says something like that you must have a 20 foot rope so we made sure we used our 20 footer to be safe but the rangers never bothered us. Last year a ranger at Powell came over to help us cause he thought we were sinking (due to the leaning boat). We told him we were fine and he made some joke about having a keg back there and moved on. I think most of the rangers know about surfing now and won't give you any trouble.

Good to know, read something about that you can't be laying down within 20 feet of a running boat

Copied this from the "Utah Boating Laws" dated Aril 2009: Note: "non-standing"

R651-224-2. Unlawful Methods of Towing.
No person shall operate a motorboat or have the engine of a motorboat run idle while
a person is occupying or holding onto the swim platform, swim deck, swim step or
swim ladder of the motorboat or while a person is being towed in a non-standing
position within 20 feet of the vessel. These restrictions do not apply when a person is
occupying the swim platform, swim deck, swim step or swim ladder while assisting
with the docking or departure of the motorboat, while exiting or entering the motorboat,
or when a motorboat is engaged in law enforcement activity.....
