$400 is about all I want to spend on a digital video recorder. Anyone have any suggestions on the best for the buck?

the most important tip in that link is tip #1 - "keep the camera steady!" i'm guilty of shaky footage sometimes, but it just takes practice.

to get your footage from your cam to your comp, use a firewire cable from the cam to a firewire card in your comp. make sure your comp has a fast enough processor, as well as having sufficient memory. i wouldn't go any lower than 512mb.

for editing, are you looking for "professional" grade editing software? if so, check out adobe premiere pro 1.5. you can go to adobe's site to download a trial version. if not, if you have a registered version of windows, you can get windows movie maker 2 from microsoft for free.
