Steering at idle there is near zero resistance, just like it's always been.

When I'm doing turnarounds, steering into the turn is no problem but when I go to straighten the wheel it's quite a bit harder than it was in the past.

When going straight when up on plane or at idle, the freeplay in the steering wheel goes between 11:00 and 1:00.

This is a 2005 Centurion Elite-V with around 400 hours on it and I'm the original owner.

Bad cable? Rudder needs adjustment? Something else?

Any suggestions would be greatly appreciated!

My guess would be steering cable, if for no other reason than it seams like 90% of hard to turn steering problems are cured by this.

I'd say cable as well.

you have that much play in the wheel while on plane? could be the cable as well, just a bit odd for an inboard

Yes, the free play is when it's up on plane. I'm wondering if part of the problem is in the rack behind the wheel. I guess either way the fix is the same.
