Swimdeck Bolts Loose?

I've got an 88 Saltare that has loose swimdeck bolts.... I don't think there is any way to get to the back side of these bolts without cutting holes in the floor. Does anyone know of any kind of anchors or bolt setups that can be installed to hold these through-transom bolts without leaking?
