packing, or could be a leak around the rudder. Before I replaced my packing the pump would run about every 5 minutes

I really doubt it is the impeller, that should not cause a leak into the boat. More likely it would cause over heating problems. It is either the shaft packing, rudder or also check the hose clamps around the exhaust. I had one that was loose and was allowing water to enter the boat. You can check to see if it is the exhaust part by running the engine and seeing if the water in the hull is warmer than the lake water.

Could be a number of things, however, I wouldn't rule out the cooling system just because the motor is not over heating.

I just dealt with the same issue for 2 months. I never thought it was the cooling system because the motor never overheated. Turned out that one of the screws that holds the impeller housing plate on had the screw head sheared off. Water was shooting out through that tiny hole only when the motor was running (of course).

It drove me nuts for 2 months before I decided to look at the impeller just in case.
