Throttle dont respond at 2/3 ?

i got a new vlx with 10 hours on it right now, when i put it on the water for the first time, i tried to play with the gas, but when i relase the gas fast the boat start to go up and down like if i was in the waves.... ( kind of if he was missing power sometims). After that i tried my top speed and i noticed at 2/3 of my knob i can put it more and more nothing happend i am at my top speed already and its around 33 or 34 mph which seems pretty slow. I only have the high altitude prop from the factory, maybe the dealer need to calibrate the engine or something ?

have you had the recall done to the throttle lever? I know they just didnt work, but perhaps this is a different symptom of it failing.
