Don't see how that is in any way legal and I doubt it would hold up even a mild court challenge.

You'd be surprised, lots of people hold on and purchase mineral rights with high expectations, whether they live locally or not..... Then add in the influence of the oil companies, made up jobs, etc. There's a lot "at stake" if they don't just automatically allow drilling, and making others a bunch of money.
