I have a 09 X15. I put the X-Star fly high system in it. It is sick. I fill the stock system 100%, then fill the fly high bow system 100%. I usually fill the back port and star about 60-70%. If I load the back 100%, the boat starts to drive crappy. However, when I surf - it is good to have the extra weight. I have the trim tab. I have it 100% down to get on plane, then put it 100% up to max out the wake. With 2 people in the boat - it is sick. I have filled the backs 100%, but I had to put an extra 500lb sack in the front with 3 dudes in the boat. That wake was pretty nuts. I had to drive a lot faster than normal, but it was sick. My back was killing the next day. If you design a balast system, I recommend going big and being smart. You can always fill less than 100%, but you can't fill more than 100%. Does that make sense? People will tell you not to go too big because your boat might sink. Well, that is if you are selling a product to the general public. If you know what you are doing, you aren't going to sink your boat - you will turn off the pumps....
