why do some inboards have 2 speedometers in them?

One on each side of the transom so you can be more confident in the speed when towing a skier through a course.

Yah, and they get clogged often. So in a tournament situation (when they used to look at the speedo's), if one fails, you have the other

If you are installing a Perfect pass, just replace the right hand one and plug the pickup tube. I HATE it when ppl put the PP gauge on the wrong side.
