I would check the stirngers and bottom of the hull for heat/fire damage. They might be fine since heat rises, but if it was a big fuel leak and the bilge had fuel on fir ein there, could be structural issues. Probably fine though, and if it is, I wouldn't hesitate to buy this boat if it's what you're looking for. Cab motors are simple and reliable, no complicated wiring so you could probably patch up the harness is you're handy with electrical. You can build a 351w for around $1000 on a budget, up to $3000 depending on what kind of power you want from it.
$4900 isn't crazy, but I'd try to get it for $3500. If the hull is fine, you might be looking at $3000-$4000 to get it going again and get some of that upholstery fixed, assuming you can do most of this work yourself and the marine parts are mostly intact. If you have to pay someone to do the engine and wiring for you, forget about it... It would be cheaper to buy one that's in decent running condition.
