I am new to surfing and have been reading a lot of posts on boat set-up. Can someone please explain the term "Listed" to me.

being leaned over. boats that run listed (non surf system) run between 7 degrees all the way upto and maybe beyond 18 degrees. My tige Z1 I ran at about 10 degrees, i liked it steep to get tons of push pumping down it plus it was fun for lip tricks beinga ble to do a slight ollie onto the lip and back down (like wakeboarding to me).

the other way is drifted (surfgate, NSS, etc.....) thses boats drive at a slight angle allowing the off/other side water to not come in contact with the surf side water til its past the riding portion of the wake.

listing is done by weighing your surf side rear 100% front 25-50% and offside rear 25-50% giving you that slight lean.

drifting makes for an easier boat to setup but listing makes for a better (IMO) riding wake.

So this is my configuration

500lbs hard tank on surf side
550lbs plug n play bag full on surf side
800lbs ronix eight.3 bag full on rear surf side seat

I think I need a little more in the front?

Should I fill the opposite side at all or leave that side empty??

Another note. My boat weighted and just sitting in the water has about 3" before the water level hits the rub rail

Every boat is different. You will need to play around with the weight up front and counter weight. Rule of thumb is weight up front will lengthen the wave and gives the wave a better transition. Counter weight OTOH, depends on the boat.

Thanks v10rider. Gonna try another sack up front next time out to see if we can make it a little longer!
