That's part of the pump, not the crankshaft. It should come off with the plate when you take out the 3(4?) bolts. I think I might have a picture of my unit somewhere, stand by.

I had a similar issue on my malibu. Kill switch was bad or shorted out. I'm not sure about sanger, but on my boat the guages would die if the kill switch was engaged or tripped(in my case faulted)...
