Speed all depends on the riders experience. My son rode at 22 mph at 7 years old, and could go w2w. IMO, a true beginner younger rider should ride with no ballast, 14-17 mph and drop the rope back...

if you can go weekdays , this is your best bet but still is hit or miss at pleasant due to wind....... weekends well 4am - 6 am is your best bet and thats the only good water you will get imo at...
