Merc is know to have idle air control valve problwms. Not a hard thing to fix and is fairly cheap. Is causes the engine to idle rough, and can make restarting hard. Not a reason to shy away from it...

As far as the cruise control goes, its so easy to adjust the speed on the fly with the ridesteady, I wouldn't even consider the paddle wheel as a requirement unless you were on the river constantly....

Yes, surge brakes on mine. My trailer pushes fine without being hooked up. Turning takes a good amount of strength but straight line on level ground goes ok.
